I think the expression is not right.
The ISS at this moment can be visited only by Soyuz rockets with crew onboard, it is better to say: "The russians warmly welcome the cooperation of other countries in building the ISS." Because US have their problems with ISS, they don't want to build the other components of the station, so russians stay alone at the stage of building the station. US cannot send crew without russian help. And so on. The ISS is almost russian property, because European space agency, Japan, Brasil and especially the U.S. has too few participation in the project. The problem is that US lost interest, maybe after presidential elections there will be controversial deads about this project and the problems will be solved. |
