The truth is that Chinese Navy is trying given great emphasis to its modernization.
Have you heard the 26-10-06 news? A Chinese "Song" klass submarine has been shadowing a US Battle group in the Okinawa region without being detected. It surfaced 5 miles away from the USBG! You can tell that it could have caused great damage, should it have such orders.
