Tally Ho comes from the tradition of British Fox Hunting where a hunter yelled "Tally Ho" upon sighting the fox. Tally Ho was used by aviators during the world war years to indicate they had identified an enemy areial target and were engaging.
Example Plane 1"Bandits, three o' clock low" Plane 2 "Tally Ho!"
When Plane 2 sas Tally Ho he is stating that he has spotted the affore-mentioned enemies and is moving to engage.
